The entire volume of information is transferred to the National Police authorities, which begin investigative actions. The National Police investigator will inform about the results of the search for the applicant.

Information about prisoners of war.

The Ministry of Internal Affairs of Ukraine, together with the working group of the Coordination Staff on the Treatment of Prisoners of War, shared a list of recommendations during communication in public sources for the media and relatives of defenders who are in captivity, have disappeared under special circumstances, or have been released from captivity. The purpose of the recommendations is to avoid possible risks for military personnel who are temporarily in captivity.

1. What do the media and relatives of temporary prisoners of war need to know, how to act and what to avoid?

  • Apply to international organizations (PACE, OSCE, UN General Assembly, UN Commission on Human Rights, state governments) with demands to put pressure on Russia to implement the Geneva Convention.
  • Contact the ICRC, the UN Working Group on Enforced and Involuntary Disappearances.
  • Maintain regular contact with the Coordination Headquarters.
  • Report new information about prisoners to the National Information Bureau (NIB) and to the materials of criminal proceedings (through an investigator).
  • If someone tries in person or through online tools (forms, chatbots, etc.) located on unofficial resources to find out any data about military personnel or to demand any type of reward for return/exchange/inclusion on exchange lists etc., immediately report this to the Coordination Headquarters and law enforcement agencies.
  • Avoid giving personal data of the defenders of Ukraine to mass media.
  • Avoid knowingly or unknowingly participating in psychological operations of the enemy.
  • Avoid excessive media coverage of prisoners who were not publicly known before capture, as this may complicate the process of their return.

2. What do released military personnel, their relatives and the media need to know, how to act and what to avoid?

  • In conversations with the media, emphasize the need for Russia to comply with the norms of the Geneva Convention.
  • Support the relatives of those who remained in captivity.
  • Help relatives of prisoners to submit data directly to the National Information Bureau (NIB).
  • Do not forget that every word you say can affect the conditions of stay of those who remained in captivity.
  • Avoid messages of the type "he will quickly recover and return to the front". Because it can have a negative impact on further negotiation processes.
  • Do not disclose personal data and information about military personnel who are still in captivity to the mass media.
  • Avoid excessive specifics during public statements about rights violations (torture, conditions of detention, etc.), it is better to use general narratives about similar cases.
  • Do not distribute photos or videos of military personnel who have not yet been discharged.
Humanitarian aid for displaced persons in Zaporozhye.

Internally displaced persons who have moved to Zaporizhzhia since February 1, 2023 can receive one-time humanitarian aid in the form of food and hygiene kits. It was reported on the Facebook page of the Eleos organization.

What is the "My Syla" platform? What is it useful for?

The "My Syla" platform is a project created in partnership with Diia and the Ministry of Digital Transformation and funded by the American non-governmental organization AI for Good Foundation. It was created to help those who are in Ukraine. Here you can submit a request for food, shelter, medicine, medical care, basic necessities, transport, volunteer assistance, heating points, and emergency assistance.

What is the "Svidok" platform?

"Svidok" is the largest and fastest-growing archive of Ukrainians' personal stories about life during the war. It was created by the American non-governmental organization AI for Good Foundation (Artificial Intelligence for Good), which works on technologies aimed at solving global problems.

Platform for helping survivors (UN Women).

In Ukraine, the Platform for Helping the Rescued was launched. This is an online site where contacts of key support services for victims of various types of violence in wartime are collected.

Here you can get:

  • socio-psychological assistance;
  • legal consultations;
  • informational support;
  • the opportunity to contact specialists for those who are in Ukraine or temporarily outside its borders.

The platform also contains booklets and information materials with the advice of psychologists, which will help to more easily recognize the negative consequences of war and deal with them in time.

Reunite Ukraine - a mobile application for searching for children

Reunite Ukraine is a mobile application created to:

  • Search for children who are missing or out of contact;
  • Reunite family members who have been internally displaced, left Ukraine, or have been illegally deported.

Reunite Ukraine was jointly developed by the American company Find My Parent and the National Police of Ukraine.

How the app works:

  1. Download the app from the App Store ย or Google Play .
  2. Create a profile by adding as much information and photos about yourself and the person you are looking for as possible. The wanted person should also create a profile to find relatives.
  3. Reunite Ukraine artificial intelligence technology compares your data with that of your family members.
  4. In case of a match, the National Police of Ukraine verifies the data.
  5. Persons whose data matches in the application receive notifications and consent to the exchange of messages.
  6. You can reunite with your loved ones wherever you are.

The key condition for the app to work effectively is that accounts must be created for both missing people and family members who are looking for them. So you can help by spreading the word about Reunite Ukraine so that as many people as possible can learn about it.

Submitting an application for the appointment or renewal of a pension remotely (abroad).

According to the Ministry of Reintegration, Ukrainians who are forced to temporarily live abroad due to the military aggression of the Russian Federation, were given the opportunity to send an application for the appointment (renewal) of a pension by mail.

The application is sent to any territorial body of the Pension Fund of Ukraine, regardless of the person's place of registration.

The following are attached to the application for appointment / recalculation of pension:

To assign a pension:

  • a copy of the document / documents on obtaining temporary protection or refugee status, registration of the place of temporary residence / stay abroad (with translation);
  • the original document certifying the fact that the natural person is alive (with translation);
  • copies of documents determining the right to the appointment of a pension (paragraphs 2.1 - 2.4, 2.6, 2.9 of Chapter II of Order No. 22-1).ย 

To renew the pension:

  • a copy of the document / documents on obtaining temporary protection or refugee status, registration of the place of temporary residence / stay abroad (with translation);
  • the original document certifying the fact that the natural person is alive (with translation);

How will pensions be paid to pensioners in occupation and abroad?

Recently, the government settled the issue of paying pensions to citizens of Ukraine, which:

  • live in the temporarily occupied territories (TOT);
  • during the temporary occupation went to the territory controlled by Ukraine;
  • temporarily live outside of Ukraine.

1. Citizens from TOT will be paid a Ukrainian pension on the condition that they do not receive a pension from the pension provision bodies of the Russian Federation. Currently, the exchange of information between Ukraine and Russia is currently not possible, therefore the renewal and payment of pensions will be carried out on the basis of a statement in which a person reports on non-receipt of a pension from the Russian Federation.

2. Citizens who found refuge abroad will be paid a pension on current accounts opened in Ukrainian banks. Such persons will need to undergo physical identification by December 31 of each year.

This can be done remotely using:

  • Diia.Pidpys (Diia ID) in a personal electronic account on the web portal of electronic services of the Pension Fund;
  • certificate of residence issued by a consular official.

Free roaming with Europe was extended for another year for Ukrainians.

The press service of the European Commission reported that the mobile operators of Ukraine and the European Union extended the agreement on affordable roaming for Ukrainians in the EU for another year.

The agreement was signed by 22 European operators and 7 Ukrainian operators (3Mob, Data Group, Kyivstar, Lifecell, Ukrtelecom, Vega White, Vodafone Ukraine).

The accessible roaming service is activated automatically and extends both to calls to Ukraine and vice versa. You only need to pay your tariff package.

Child's living allowance for IDPs who have children after displacement.

IDPs who have had children after displacement can receive a child's allowance.

Recently, the government has made it possible for internally displaced persons who have had children after displacement to receive assistance. This will resolve the problem that arose with receiving assistance for children born to IDPs after displacement and, accordingly, their registered place of residence coincided with the place of their parents' declared residence (the place where the IDPs moved to).

If IDPs who moved from the territories for which the date of the end of hostilities or temporary occupation has not been determined, as well as those whose housing is destroyed or uninhabitable, have a child after February 24, 2022, but the assistance was not granted before the new resolution came into force, the assistance is accrued from the date of application for it with automatic extension from August 1, 2023.

We remind you that the amount of the allowance for the accommodation of an IDP child is UAH 3000. If you have an IDP status, you can also obtain an IDP certificate for your newborn child. You can do this online through the Diia portal by contacting your local ASC or social protection department. After receiving an IDP certificate, you can apply for an IDP child's living allowance.

How to get financial assistance from the state for the lost harvest due to the explosion of the Kakhovskaya HPP?

According to the recently adopted Resolution of the Cabinet of Ministers, residents of the Mykolaiv and Kherson regions who own a plot of land can receive financial assistance:

  • for running a personal peasant farm;
  • for the construction and maintenance of a residential building, farm buildings and structures;
  • for individual gardening.

The amount of assistance is 3,318 hryvnias for a lost vegetable crop of 0.01 ha. At the same time, it will be paid for an area of no more than 0.2 hectares in the Mykolaiv region and 0.3 hectares in the Kherson region.

Ukrainians will be able to receive a pension by international postal transfer.

Ukrainians abroad, who previously received pensions and cash assistance by mail, now have the opportunity to receive funds by international postal transfers at the place of temporary stay outside Ukraine.

To do this, it is necessary to send a corresponding application to JSC "Ukrposhta" in paper or electronic form.

This service is primarily available to Ukrainians in Poland. If necessary, the program will be launched in other countries.

Since August, they have started checking the actual place of residence of IDPs who receive governmental housing allowances. You must be notified of the inspection in 2 days.

The check is carried out in accordance with:

  • information on the registration of persons as internally displaced within the same territorial community;
  • receipt of a notification from state authorities, local self-government bodies, enterprises, institutions, public associations or individuals about a change in the actual place of residence of an IDP
  • verification results in accordance with the criteria for the appointment of the said assistance.

If you were absent from your actual place of residence during the verification, you must contact the Department of Social Protection of the Population (DoSP) within 14 days to prevent the termination of payments. If you have justified reasons for your absence, you must provide the DoSP with supporting documents within 30 days.

Also, be sure to contact the DLSP if you:

  • changed your place of actual residence or contact phone number;
  • did not specify the apartment number.

A large family is a family:

  • in which the spouses are married, live together and raise three or more children (including children under the age of 23 if they are studying full-time in vocational and higher education institutions);
  • if one or both of the spouses have children born in previous marriages, but the children live with them in the new family;
  • if three or more children are being raised by one of the parents on their own and live with them.

What benefits are provided by the state to large families?

  • 50% discount on the cost of fuel, including liquid fuel, if the houses do not have central heating;
  • 50% of the approved tariffs for the use of the apartment telephone;
  • 50% discount on payment for housing and communal services (within the limits established by law).

What social guarantees are provided for children from large families?

  • Free receipt of medicines on prescription;
  • annual medical examination;
  • free travel by various types of transport, regardless of distance and place of residence (except for taxis);
  • free health improvement and recreation;
  • monthly payments for the third and each subsequent child until they reach the age of 6.

The project "Professional orientation. Career. Entrepreneurship" project.

The project "Professional Orientation. Career. Entrepreneurship" project has been launched in Ukraine. This is a comprehensive support for Ukrainian citizens who, due to a forced change of residence, found themselves unemployed and need support in finding a job and adapting to the conditions of the region of residence. Participation in the project is free.

You will be helped with:

  • with job search;
  • with re-profiling;
  • with employment;
  • with the resumption of entrepreneurial activity.

Who can participate in the project:

  • adult internally displaced persons;
  • veterans and their families;
  • people with disabilities;
  • people who were forced to leave their home region due to the war but have now returned (not IDPs);
  • residents of the de-occupied territories;
  • other categories of people who permanently reside in the territories controlled by the Government of Ukraine but have lost their jobs and/or sources of income as a result of the war and are looking for new opportunities to find employment, start or restore their own business.

Project stages:

1. Individual counseling on professional determination.

2. Training and mentoring support.

3. For all participants:

  • the opportunity to use the services of specialists - a psychological support line will be open daily;
  • the opportunity to participate in open events to get acquainted with new professions.
