Can IDPs with chronic diseases receive medications free of charge?

People with such diseases can receive such medications free of charge or with a partial co-payment. This can be done thanks to the "Affordable Medicines" program.

โ€œAffordable Medicinesโ€ is a government program that aims to reduce patients' out-of-pocket costs, thus increasing their financial protection. The program includes medicinal products used for treating and preventing diseases of the cardiovascular system, type II diabetes and bronchial asthma.

According to the source of information , under martial law, patients can receive โ€œAffordable Medicinesโ€ with both electronic and paper prescriptions. The National Health Service reimburses pharmacies for the cost of drugs, regardless of the form of the prescription.

We remind you that the doctor with whom the patient signed the declaration can write a prescription by phone. The prescription number and confirmation code will be sent by SMS to the patient's phone.

You can get a prescription in paper form from any doctor who provides primary medical care, regardless of whether the patient has signed a declaration with this doctor.

We advise you to search for the participating pharmacies in the โ€œAffordable Medicinesโ€ program at the "Electronic map of participating pharmacies in the drug reimbursement program" or call 16-77.

How to get medical assistance for IDPs?

A person with the status of an IDP can see a doctor regardless of the place of stay and without making a new declaration with the family doctor.

To receive initial medical consultation, an internally displaced person needs only:

  • call the contact center operator of the National Health Service of Ukraine (NHSU) by phone number 16-77 and find out the address of the nearest hospital;
  • upon arrival at the doctor, present documents confirming identity: a passport or a certificate of entry into the IDP register.

Within the scope of primary medical care, the family doctor is obliged to provide the following range of services:

  • dynamic health monitoring;
  • diagnosis and treatment of diseases;
  • basic tests and analyses;
  • referral to specialized doctors or for examination;
  • palliative care;
  • prescriptions under the "Affordable Medicines" program and insulin (if it is a repeated prescription);
  • vaccination according to the calendar of preventive vaccinations.

According to the sources , in case of violation of their rights, the patient can complain about the misconduct of the doctor both at the local level and to the National Health Service:

  • write a complaint addressed to the chief doctor (medical director) of the medical institution about the improper actions of a specialist;
  • write a complaint to the Department of Health in the city or region where you are located;
  • file a complaint via electronic form on the NHSU website ;
  • call the toll-free number 16-77 to contact center of the National Health Service of Ukraine;
  • call 15-45 to the government line of the Cabinet of Ministers of Ukraine with a complaint.

  1. Try to find the safest place for yourself.
  2. Seek medical care to document the bodily injuries and the state of health.
  3. Notify the authorities: the police, the prosecutor's office, or the local military administration.
  4. Document the fact of the crime yourself, if possible, take photos and videos, record possible witnesses.
  5. Apply for legal and psychological support.

What information about sexual abuse should be recorded?

  1. Circumstances of the crime, place, specific address or mark on the map, date and time.
  2. Information about possible witnesses of the crime and their contact details.
  3. Detailed information about criminals: names, positions or ranks, availability of weapons, their vehicles, recording of conversations between themselves and with management.
  4. Information about similar crimes in your area.
  5. Material, moral and psychological damage caused to you.

It is imperative to record in detail the most important circumstances of the violence because an international investigation is a long process and over time, the details of the crime can be forgotten.

The project eZdorovye.

The project eZdorovye. The eHealth project has been operating in Ukraine since June 1. This was reported by the Ministry of Reintegration. As part of the project, the state will directly pay families (UAH 14,165 per child), and parents will be able to choose an institution and purchase a voucher for their child. Funds for rehabilitation can be obtained for a child aged 7-18 who meets the following criteria:

  • is brought up in a low-income family;
  • belongs to such categories as a child with a disability (capable of self-care) or a child from a large family;
  • the child's place of residence is declared/registered in the territory of Dnipropetrovska, Donetsk, Zaporizka, Kyiv, Luhanska, Mykolaivska, Sumska, Kharkivska, Khersonska and Chernihivska regions.
