Are there any differences in traffic rules in this country compared to Ukrainian ones?

The driving rules for Italy donโ€™t differ too much from the rest of Europe, but here are some of the big ones just to be sure:

  • You must be over 18 to drive.
  • Keep to the right and overtake to the left.
  • Dipped headlights must be used on two-lane motorways.
  • When passing through towns and villages, the horn may only be used for an emergency - keep that road rage in check!
  • Trams and trains have the right of way.
  • Helmets are compulsory to all drivers of motorcycles and mopeds. Safety first, hair second.

Speed Limits in Italy:

  • Urban areas: 50km/h - 31mph
  • Out of built-up areas: 90km/h - 56mph, or 110km/h - 68mph
  • Motorways: 130km/h, 81mph
  • The alcohol limit in Italy is .05%. This isnโ€™t much more than a glass or two of wine.

Is it possible to drive a car with a Ukrainian driver's license?

After a year of residence in Italy, Ukrainians must exchange their driver's license. First of all, you need to contact the Motorizazzione Civile - the branch of the Italian motor inspection, and submit the following documents:

  • Application;
  • a receipt for the payment of state duty;
  • a copy of the taxpayer number (Codice Fiscale);
  • copy of foreign passport;
  • driver's licenses issued in Ukraine and their translation;
  • a medical certificate obtained no more than three months ago;
  • a photo not older than six months ago.

Usually, the procedure for exchanging rights takes 30 days. After receiving the Italian certificate, the Ukrainian document will be withdrawn. Source mceclip0.png.

Is it necessary to register the car in the new country of residence?

The requirement to register Ukrainian cars entered into force on May 22. Now all cars with Ukrainian license plates must be listed in the REVE register and have a European license plate. This sign will be valid until the expiration of the permit for temporary residence in Italy (Permesso di soggiorno per protezione temporanea).

Foreigners without a residence permit can use an unregistered car within a year from the day of crossing the Italian border.

For Ukrainians who have become residents of Italy, there is a requirement to legalize their own transport. This must be done within three months from the date of acquisition of resident status.

Is it possible to drive a car that has Ukrainian registration, but is registered not to the driver, but to another person? What documents are needed for this?

If you are not the owner of the car you are driving, it is useful to carry a written authorization from the actual car owner with you including substantial details, such as the license plate and the insurance number of the car in case authorities might ask for it. Further, the owner should contact the motorist insurance to cover possible damages caused by the third party.

For refugees arriving in Italy free car insurance for 30 days

Ania, the National Association of Insurance Companies, announces that, on its own initiative, the insurance market will bear the premiums relating to border policies for Ukrainian refugees arriving by car in Italy.

The UCI, the Italian Central Office, in full harmony with ANIA, has issued free border policies lasting 30 days for refugees who request them.

Border policies allow you to travel for a certain period of time on Italy territory with a vehicle registered in a non-EU country. Free coverage for cars with Ukrainian registration plates will be issued at the request of the interested party, who must declare, through a bilingual self-certification, that he is authorized to use the vehicle if it is registered in the name of a different person or a legal entity. The issue will take place exclusively remotely with the certificate sent by email.

To obtain the border policy, the request must be sent to attaching the following documents: front-back copy of the vehicle registration document; copy of the third page of the passport of the vehicle keeper; self-certification completed and signed.

It is then sufficient to provide an e-mail address where to send the scan of the policy, the original of which will be retained by the UCI until any request for withdrawal by the holder.

What is a vignette? Do Ukrainian drivers need to buy it? How and where can they buy it?

Motorway toll payments are suspended for all vehicles of Ukraine citizens and/or other persons traveling from Ukraine to reach a place of destination or reception in Italy within 5 days from entering the country (Ordinance no. 876 of 13 March 2022 of the Presidency of the Italian Council of Ministers, Civil Protection Department).

How to claim exemption:

1. In case of staffed toll payment booth (with attendant):

  • Show proof of Ukrainian citizenship (only for Ukrainian citizens).
  • State date of entry into Italy.
  • Present the fully compiled self-certified application.

2. In case of automatic toll payment lane:

  • Call an operator by pushing the dedicated button.
  • Inform the operator that you have a self-certified application.
  • Email the following documents to photocopy of valid ID, date and time of exit, and fully compiled and signed self-certified application.

What are the parking rules?

It is important to note the different coloured spaces when parking in Italy:

  • Yellow lines are for disabled parking; once again you must display the appropriate pass.
  • White lines mean the parking space is for residents. If your car is parked in a white parking space and you fail to show a resident pass, you will receive a fine.
  • Blue is paid street parking. You are required to pay Monday to Saturday 08:00โ€“20:00. Prices vary. Once you have your ticket, leave it on the dashboard.
  • If you intend to park your car overnight, check local signs which indicate when street cleaning is done. Cars left in a street where cleaning is scheduled are towed away.
  • Some municipal administrations allow free parking for electric vehicles on the blue lines in restricted traffic areas.

What is the parking disk?

A parking disk is a device used in some countries in free parking lots to record the time a car has been parked. It is especially common in the countries of Western Europe, in particular Germany, Belgium, the Netherlands, Austria, Italy, and others.

The parking disc is used in specially created "blue" zones. These zones in city centers allow you to park a vehicle for free for two hours (unless otherwise specified by road signs) using a parking disc. In some cities, the use of a parking disc is mandatory, for example, in Copenhagen.

What are the most common fines? How and where can Ukrainians pay them?

You can get a traffic fine for many reasons in Italy. In most cases, it will be no more than an administrative sanction. But if the offense is too serious, you may suffer additional charges.

From January 1, 2023, fines for violations of traffic rules will increase in Italy.ย 

Fine for running a red light will range from 167 to 655 euros. Almost all traffic lights in Italy are equipped with cameras, so passing a red light is recorded automatically.

Increasing the speed mode will cost 845 euros. And if the speed is 60 km/h higher than the permissible one, it will be necessary to pay 3382 euros.

Driving without insurance will cost you from 866 to 3464 euros.ย 

How Can You Pay an Italian Traffic Fine?

If the police issued the fine, you could pay it directly at the Post-Office (PosteItaliane). However, you canโ€™t make the payment unless you personally go to the office. Also, you need an active bank account if you want to use the website to pay online.

The best way to pay for Italian traffic tickets online is by wire transfer. With the IBAN code included on your ticket, you can send money directly to the municipalityโ€™s bank account. Write the license plate of the vehicle, date of infraction, and ticket number in the reference.

An international wire transfer can easily cost you between $30 to $50. If you add it to the fine, you could end up paying hundreds of dollars. But donโ€™t worry, there is a better option to avoid spending all your savings.

Do Ukrainians need to declare what they bought in Europe?

There are no restrictions on what you can buy and take with you when travelling within the EU provided that the bought products are for you own use and not for resale. Taxes on are already included in the retail price of the product. To determine if the products purchased are intended for your own use, customs authorities may verify the products, e.g. the packages or the quantity. In order to prove that goods are for your own use, authorities may ask to see the receipt or other proof of purchase. If you cannot provide sufficient evidence, you might have to pay duties or the products can be confiscated.
