As the Ministry of Health emphasizes, medicines in France are mainly available by prescription. A person who has recently entered the territory of the country and does not have an insurance policy can get a prescription for the necessary medicines at Red Cross points. Usually, representatives of this organization can be found in centers of assistance to refugees from Ukraine. According to this prescription, drugs should be dispensed free of charge, but in practice not all pharmacies follow this rule.

A woman should consult a gynecologist or obstetrician to monitor her pregnancy. Each city and town has a PMI (center de protection maternelle et infantile), which a woman can apply for. These centers will also help women choose the maternity hospital where she will give birth.

Can I benefit from public health care?

On arrival in France, the prefectures issue a temporary residence permit (APS) which specifies that the person is a beneficiary of temporary protection. In practice, as soon as you arrive in France, with the temporary protection you benefit from universal health protection and complementary health insurance. This allows, among other things, not to advance costs for your care: the person and the members of his family are covered for a period of 12 months.

Look for a doctor that's marked "conventionnรฉ", and even better - "conventionnรฉ secteur 1" in order to be fully covered by medical insurance. Another important consideration to be reimbursed is to follow "parcours de soin", to first go to a general practitioner (genรฉraliste) that will refer you to a specialist after the first general appointment.

Do I need to register in order to obtain health coverage and if yes how?

Yes, you need to apply for temporary protection at a prefecture of your departement. To find the closest prefecture see the map .

Ukrainians who have been using temporary protection in France for a year must renew their health insurance.

During the first year, health insurance for Ukrainians with temporary protection in France consisted of two parts:

  • universal medical protection (PUMa);
  • additional solidarity health insurance (CSS).

If the PUMa is issued only once and it is valid until the end of your stay in France, then the CSS must be renewed every year. Ukrainians need to do this if eight to ten months have passed since the time your temporary protection was issued.

However, whether CSS will be renewed for you depends on your income level:

  • if income does not exceed โ‚ฌ797.58 per month, CSS will be renewed free of charge;
  • if the income is from โ‚ฌ797.58 to โ‚ฌ1076.75 per month, they can offer CSS with an additional payment (from โ‚ฌ8 to โ‚ฌ30 depending on age);
  • if your income exceeds โ‚ฌ1,076.75 per month, you will most likely be denied CSS, because if you have found a job, you can claim collective mutual insurance from your employer (mutuelle).

Supplementary solidarity health insurance (CSS) can be renewed at the Primary Health Insurance Fund (Caisse primaire dโ€™assurance maladie / CPAM) at the place of official registration.

To consult a psychiatrist, it is not necessary to respect the "coordinated care pathway", i.e. the fact of consulting one's attending physician before any specialist, allows one to benefit from an optimal reimbursement of one's health expenses. On the other hand, to consult a psychologist, it is necessary to go through your attending physician first.

For 100% of the costs to be reimbursed, you must go to a "Sector 1" specialist - this information will be available on their website or you can ask them over the phone.
